Okay, something's up. I tried checking the new banner size limits only to find the "Rules" button right beside "FAQ" doesn't work.

I don't know for sure, but my guess would be that Peter had removed the link a while back, seeing as how he had hinted at a restatement of the rules.

Either that, or it's a fluke and there really is a missing page.
